Dr. Jobson Oseodion Ewalefoh

Dr. Jobson Oseodion Ewalefoh is an accomplished development finance expert, infrastructure specialist and public sector administrator with over two decades of professional experience spanning public sector reforms, infrastructure financing, investment promotion and economic development. He currently serves as the Director-General and Chief Executive Officer of the Infrastructure Concession Regulatory Commission (ICRC), where he provides strategic leadership for the regulation and implementation of Public-Private Partnership (PPP) projects across Nigeria. He was appointed by President Bola Ahmed Tinubu in July 2024 and subsequently confirmed by the Nigerian Senate.
His professional career began at the Bureau of Public Enterprises (BPE), where he contributed to Nigeria's public enterprise reform and privatisation programmes. He subsequently served as a consultant to the United Nations Office on Drugs and Crime (UNODC), participating in the implementation of the European Union-funded technical assistance programme supporting the Economic and Financial Crimes Commission (EFCC). His responsibilities included coordinating the deployment of information and communications technology infrastructure to strengthen anti-corruption initiatives and institutional capacity across Nigeria.
Dr. Ewalefoh joined the ICRC and became the pioneer Head of its Information and Communications Technology Unit, where he led the development and deployment of the Commission's ICT infrastructure. He subsequently rose through several senior management positions, including Director of the Contract Compliance Department, where he oversaw the monitoring and regulatory compliance of more than 100 concession agreements covering energy, aviation, maritime services, agriculture, telecommunications, healthcare, financial services and transportation.
As Director-General of the ICRC, Dr. Ewalefoh has championed institutional reforms aimed at improving Nigeria's PPP regulatory environment, accelerating infrastructure delivery and strengthening investor confidence. In August 2024, he introduced a six-point policy direction focused on improving operational efficiency, strengthening institutional coordination and removing administrative bottlenecks affecting the implementation of PPP projects. His leadership has supported reforms to simplify project approval processes, strengthen regulatory transparency and improve the commercial viability of infrastructure investments.
Under his administration, the Commission has advanced strategic initiatives supporting infrastructure development in transportation, energy, healthcare, housing and digital infrastructure. He contributed to the organisation of the 2025 Nigeria PPP Summit, which brought together government institutions, investors and development partners to examine opportunities for financing critical infrastructure. In June 2026, he led the introduction of Nigeria's Model Public-Private Partnership Agreement, designed to standardise concession arrangements, reduce transaction delays and improve contractual certainty for investors and government institutions.
Dr. Ewalefoh has also supported efforts to strengthen regional cooperation on infrastructure investment. In October 2026, he represented Nigeria at the Second Forum for Public-Private Partnership Units in Africa, held in Addis Ababa, Ethiopia, where he presented Nigeria's Renewed Hope Housing PPP model to representatives from African countries and international development institutions.
Dr. Jobson Oseodion Ewalefoh continues to contribute to Nigeria's infrastructure development through regulatory reforms, investment facilitation and institutional leadership. His work focuses on strengthening public-private collaboration, attracting sustainable infrastructure financing and improving the delivery of essential public services to support national economic growth.
