Dr. Bisoye Odusote Coker

Engr. (Dr.) Abisoye Coker-Odusote is an accomplished technology executive, engineer and public sector administrator with over two decades of professional experience spanning information technology, telecommunications, digital infrastructure, financial services and institutional management. She currently serves as the Director-General and Chief Executive Officer of the National Identity Management Commission (NIMC), where she provides strategic leadership for the development and management of Nigeria's national digital identity infrastructure.
Her professional career spans several sectors, including telecommunications, finance, oil and gas, healthcare and public utilities. She previously served as Head of Information Technology and Communications at Bate Litwin, an engineering company formerly affiliated with Litwin, France, where she contributed to technology management and infrastructure projects, including the Chevron ESA project. She also held technical and management positions in organisations across Nigeria and the United Kingdom, with responsibilities covering information technology systems, software development, project management and enterprise technology solutions.
On 22 August 2023, President Bola Ahmed Tinubu approved her appointment as Acting Director-General and Chief Executive Officer of NIMC, effective 24 August 2023. She subsequently assumed the substantive position on 24 November 2023. Her appointment brought extensive technology management and regulatory experience to the Commission at a time when Nigeria was strengthening its national digital identity framework.
Under her leadership, NIMC has implemented reforms aimed at expanding National Identification Number (NIN) enrolment, modernising identity verification processes and strengthening the National Identity Database. These initiatives include improvements to enrolment infrastructure, the introduction of self-service data modification platforms, enhanced digital identity authentication services and stronger partnerships with public and private sector institutions. In October 2025, the Commission introduced the NINAuth digital identity authentication platform to improve access to secure and reliable identity verification services.
Dr. Coker-Odusote has also championed inclusive identity registration, particularly among women, children, persons with disabilities and residents of rural and underserved communities. In February 2026, NIMC commenced a nationwide ward-level enrolment initiative designed to extend identity registration services across Nigeria's 8,809 political wards. By July 2026, the Commission reported that more than 136 million Nigerians and legal residents had been enrolled in the National Identity Database, reflecting the continuing expansion of the country's identity management system.
Beyond her responsibilities at NIMC, Dr. Coker-Odusote serves as Nigeria's Ambassador to ID4Africa, an international platform promoting responsible identity management and digital identity development across the continent. She participates in national policy and advisory engagements involving digital public infrastructure, cybersecurity, economic inclusion and institutional coordination. She also represents NIMC on the Board of the Nigerian Consumer Credit Corporation (CREDICORP), contributing to efforts to strengthen identity verification within Nigeria's consumer credit ecosystem.
