Uche Chigbo

Mrs. Uchenna Chigbo is an accomplished information technology professional, digital identity specialist and public sector administrator with over 23 years of experience in identity management, information systems, institutional development and public administration. She currently serves as the Coordinating Director of Operations at the National Identity Management Commission (NIMC), where she contributes to the implementation of Nigeria's national identity management programme and the expansion of digital identity services.
Her professional career spans several important government institutions, including the Bureau of Public Enterprises, the Federal Capital Territory Administration and the Office of the Secretary to the Government of the Federation. She served as Technical Assistant to the Director of Information Technology at the Secretariat of the Presidential Implementation Committee on National Identification Schemes, the National Consumer Credit Scheme and National Outsourcing Initiatives. The Committee was instrumental in establishing the National Identity Management Commission in 2007.
Following the establishment of NIMC, Mrs. Chigbo joined the Commission as one of its pioneer staff members, serving as Assistant Director in the Information Technology and Identity Database Department. She subsequently held several strategic and administrative positions, including Head of the Project Management Office, Project Manager for National Identity Management System (NIMS) Backend Operations, Head of Facility Management Services and Regional Head of Operations for the North-East geopolitical zone.
She has also served as Senior Special Assistant and Special Adviser to the Director-General and Chief Executive Officer of NIMC, as well as Director in charge of the Director-General's Office. These responsibilities provided her with extensive experience in institutional coordination, programme implementation and the management of national identity infrastructure.
As Director of Operations, Mrs. Chigbo has contributed to initiatives aimed at improving National Identification Number (NIN) enrolment, strengthening service delivery and expanding access to identity registration services. She has also overseen operational activities in NIMC's South-East territory, coordinating enrolment services and stakeholder engagement across the region. In 2026, she led NIMC's engagement with the National Orientation Agency (NOA) on a nationwide ward-level NIN enrolment initiative designed to extend identity registration to rural, underserved and hard-to-reach communities.
She has been actively involved in discussions on Nigeria's digital identity policy and regulatory environment. Following the enactment of the NIMC Act 2026, she highlighted the importance of stronger data protection, improved identity coverage and appropriate safeguards for citizens' personal information. She has also represented NIMC at international engagements, including ID4Africa, where she contributed to discussions on mobile identity solutions and the development of inclusive digital identity systems.
Mrs. Uche Chigbo continues to contribute to the development of Nigeria's digital identity ecosystem through public sector leadership, operational coordination and institutional capacity development. Her work supports the expansion of accessible, secure and inclusive identity services as an important foundation for national development and Nigeria's digital economy.
